This is due to a new NAND Flash hardware component introduced in Product Version (PV) 27 and greater.
If you have a BMXNOE0100 or BMXNOE0110 that is PV27 or greater, the lowest acceptable firmware level for the BMXNOE0100 is v3.50 and the lowest firmware level of the BMXNOE0110 is v6.70.The downgrade procedure will fail if you attempt to downgrade the firmware of the BMXNOE0100 below v3.50 and BMXNOE0110 below v6.70 with a PV27 or greater.
