Resolution
One possible root cause of this issue is that the ION Site Service is starting before the Core Services when restarting the server that PME is installed on. Normally in the process of the server starting up, the Core Services starts up before ION Site Service. Core Services is responsible for the Licenses attributed to PME.
This means that ION Site Service is not able to obtain the licenses that are on the server machine, throwing up the "No License" error information. However, when Core Services started, they were able to fetch the licenses properly.
To solve this issue apply a Delayed Start to ION Site Service.
