Can the Reports in ION Setup be viewed in local meter time?

No, ION Setup only displays reports in local PC time.
The workaround for this is to (temporarily) switch the computer to the same time zone as the meter.

1. Double-click the clock in the lower right of the PC's toolbar and choose the 'Time Zone' tab
2. Adjust this to the meters time zone
