Why PM2/PM7 do not have grounding on control power terminal but PM8 has?

For both the PM8 and PM2/PM7 meters control power is referenced only from the +/-.
For both the PM8 and PM2/PM7 meters the ground is not required for safety. Both PRODUCTS meet the clearance and creepage requirements set out in the standards for isolation and safety.

For the PM8 the ground is required for EMC or Emissions. The PM8 has much more circuitry and features than the PM2 and PM7. For this reason it is more susceptible to radiated emissions and interference. The ground on the PM8 helps to reduce the effect that noise from these sources have on the meter.
