Cause
A new port may be desired for the ION Real-Time Data Service

Resolution

*Warning: Irreparable database damage can occur. This procedure should only be performed by users familiar with SQL Server Management Studio. Databases should be backed up prior to performing this procedure.*
1. Open SQL Server Management Studio
2. Expand out the ION_Network database and then expand the Tables.
3. There should be a table named "dbo.Registry". Right-click on the table and select "Edit Top 200 Rows"
4. In that table, there is a field named "Remoting.IONServices.Port" and its default value is NULL.  Specify a port # in this field and restart the Real Time Data Service to use this port for its TCP comms.

Disclaimer: there do seem to be limitations on the values you can enter in this field, values that are lower than 1024 or higher than 49151 may cause IONServices to not start up.
