Issue
The following error is shown when attempting to open PME web:
"HTTP Error 503. The service is unavailable." The error appears whether or not the fully qualified domain name is used or localhost is used. Other PME applications (management console, vista, designer..) are functional.

Cause 1
The PME installer enables and configures the Internet Information Services (IIS) to host the different Web Applications. When the "Application modules App Pool" is disabled in the IIS, it causes a 503 error to appear when attempting to open Web applications.
Cause 2
An application or a process is using the port 80 (HTTP) or port 443 (HTTPS).
Resolution 1
- Open the IIS Manager
- In the "connections" pane, click on the arrow key next to the server name to extend the tree
- Click on "Application Pools"
- Highlight the "Application Modules AppPool"
- Right click and select "start," to start the App pool. Alternatively, press "start" in the "Actions" pane
- Return to PME web and refresh the page.
