How can I retain the counter values in SCADAPack RTU, as when I re-starts the RTU power supply it`s counter values becomes zero again.

In standard a standard SCADAPack, counters are initialized at start up. You must use the modbus registers to permanently write the values of a counter on each scan. You can have code that on start up reads the values from the permanent register and add them to the current count to create a "permanent counter" as attached an sample project along with the SCADApack standard ISaGRAF manual section that describes the use of permanent registers for reference.
