Control Expert v15 take a long time to start

Issue:
Control Expert V15.0 SP1, start Application needs about 5 to 7 Minutes without Internet Connection and some second with internet connection.

Environnement:
Windows

Resolution:

Edit the Group Policy : WIN + R to open Run then enter : gpedit.msc
Go on Computer Configuration -> Windows Settings -> Security Settings -> Public Key Policies -> Certificate Path Validation Settings
From this window select tab "Network Retrieval", check option Define these policy settings and apply these values:
- Value 1 instead of 15 (Default URL retrieval timeout)
- Value 2 instead to 20 (Default path validation cumulative retrieval timeout).
