Issue:
Control Expert V15.0 SP1, start Application needs about 5 to 7 Minutes without Internet Connection and some second with internet connection.

Resolution:

1. Edit the Group Policy :  WIN + R to open Run  then enter : gpedit.msc
2. Go on Computer Configuration -> Windows Settings -> Security Settings -> Public Key Policies -> Certificate Path Validation Settings
3. From this window select tab "Network Retrieval", check option Define these policy settings and apply these values:
   • Value 1 instead of 15 (Default URL retrieval timeout)
   • Value 2 instead to 20 (Default path validation cumulative retrieval timeout).
