Issue
Unable to make the telnet connection to an ION meter, the following message is returned:
Connecting To (ip address) XX.XXX.XXX.XXX....Could not open connection to the host, on port 23: Connect Failed.

Cause
Windows Firewall may be blocking the Telnet inbound connection.
Resolutions
Test Telnet functionality again with an ION meter to ensure proper connectivity.

Cause
Windows Firewall may be blocking the Telnet inbound connection.
Resolutions
- Click the Start menu then search for and open Windows Firewall.
- Select Advanced Settings.
- Select Inbound Rules from the left hand pane
- Under Inbound Rule Actions. select New Rule.
- For the Rule Type select Port, click next, then select TCP and Specific Local Ports.
- Enter 23 for the port number and click next.
- Select Allow Connection then click next.
- Specify when the new rule can be applied. (Domain, Private, and Public)
- Give the Inbound Rule a name such as "Telnet" then click finished.
Test Telnet functionality again with an ION meter to ensure proper connectivity.
