Resolution
  1. Launch ION Setup, when the login dialog appears make sure the Single ION device configuration mode checkbox is unchecked.
  2. When the network view is displayed, right-click on the left side of the ION Setup window
  3. Select, under the Insert menu option, Item...
  4. Highlight Site from the new network item dialog and click on the OK button.
  5. Click on the Ethernet radio button and enter whatever name you wish to call it (leave the Gateway checkbox unchecked).
  6. Select the new site that should have appeared in the left pane. Right-click the new site
  7. Select the Insert -> Item... again from the menu options.
  8. Highlight Device from the New Network Item dialog and ensure that the Attach To: is set to the new site you just created above.
  9. From the New Device dialog, select the device and enter the IPv4 address which matches the IPv4 address of the meter
  10. Assuming this is a direct TCP device (TCP cable goes directly into the meter), leave the Unit ID to be 255.
  11. Configure the IP Port at 502 for devices using modbus protocol and the IP Port at 7700 for devices using ION protocol. Then enter whatever device name you wish to use and click OK.
  12. Select from the File menu -> Save to save the changes.
  13. Click on the meter icon in the left pane and see if you can click on something on the right pane and does the information update.
