Yes, this is accomplished by adjusting the scaling of the applicable analog input so that the drive knows that 0%=30Hz.
If you're using VIA: Adjust F201 to 0%, F202 to 30Hz, F203 to 100% and F204 to 60 Hz.
If you're using VIB: Adjust F210 to 0%, F211 to 30Hz, F212 to 100% and F213 to 60 Hz.
