EcoStruxure Power Operation (EPO) 2021: Runtime manager give error 'Cannot connect to the runtime manager service, ensure the service has been started' in Turkish Windows OS
Issue
Runtime manager throw error 'Cannot connect to the runtime manager service, ensure the service has been started' in Turkish Windows OS.

In Configurator observed below error under ‘Security Roles’-
There are no user configurable roles for the currently installed components
Configurator Error
Environment
EcoStruxure Power Operation (EPO) 2021.
Any Windows OS version with Turkish language pack installed and enabled.

Cause
To restrict access to Power Operation's sensitive components, only users with relevant permissions can perform certain security-related operations. To help manage these permissions, PO uses a set of security roles. Each role provides a different level of access to features, applications, and project resources.

Normally, during the EPO 2021 installation these roles are automatically created, added to the Windows Groups and the current windows user is added to each of these roles.

When you install EPO 2021 on a Windows Operating system that has the Turkish language pack installed and enabled, the installation fails to add these Security Roles to Windows Groups. The error is not reported by the installer, but when you launch the configurator and select the Security Roles menu, above error is visible.
Note: For more information on this topic, open help from PO Studio and press F1 search for 'Security Roles'.
