Security permissions on report pack file or folder preventing report pack installation via Web Reporter interface

Goals and Symptoms

When trying to install the report pack via the WebReporter interface the you may see a similar error referring to the particular report pack you are attempting to install:
Install error
=========================
Validation error: An error was encountered while processing the report pack 'Default Reports 6.0. Please contact technical support.
<Install> <Close>
=========================

Using the SQL Server Management Studio interface to view the following, there should be an event logged in the EventException table in the ION_SystemLog database with the following string:

System.ApplicationException: Error opening report pack file 'C:\Program Files\Schneider Electric\ION Enterprise\Web\ReportPacks\Toyota Reports.zip'. The file is corrupt or the file type is incorrect. ---> System.UnauthorizedAccessException: Access to the path 'C:\Program Files\Schneider Electric\ION Enterprise\Web\ReportPacks\Toyota Reports.zip' is denied. at System.IO.__Error.WinIOError(Int32 errorCode, String maybeFullPath) at System.IO.FileStream.Init(String path, FileMode mode, FileAccess access, Int32 rights, Boolean useRights, FileShare share, Int32 bufferSize, FileOptions options, SECURITY_ATTRIBUTES secAttrs, String msgPath, Boolean bFromProxy) at System.IO.FileStream..ctor(String path, FileMode mode, FileAccess access, FileShare share) at ICSharpCode.SharpZipLib.Zip.ZipFile..ctor(String name) at PowerMeasurement.Reporting.ReportPacks.ReportPackReader..ctor(String reportPackPath) --- End of inner exception stack trace --- at PowerMeasurement.Reporting.ReportPacks.ReportPackReader..ctor(String reportPackPath) at PowerMeasurement.Reporting.ReportPacks.Uploader.ReportPackHandler..ctor(String pathToReportPackFile) at PowerMeasurement.Reporting.ReportPacks.Uploader.ReportUploadManager.CheckReportPack(Object reportPackName) at PowerMeasurement.Apps.Web.EEM.Modules.Reports.Upload.UploadReportPack.VerifyReportPack()

Causes and Fixes

The permission settings on the report pack ZIP file or the folder containing the report pack may not be sufficient.
Make sure the "USERS" group has been added to allow read access. By default the ASPNET user account is added to this group so make sure this account is a member of the USERS group.

The simplest way to implement this is to allow all child objects to inherit the properties of the " ..\web\report pack" folder and make sure your report pack is copied to this folder.
