In PSE 8.1 the language was hard-coded to force English. There were a couple reasons for this:
1. Citect Core is internationalized but PowerSCADA is not. That would mean if language was enabled the Engineering Environment would be in Chinese but our configuration tools (Profile Editor, App Config, One-Line config etc) would remain in English.
2. Internationalization in the past has caused major issues with the product from inability to create Trend Tags to inability to compile.
So the configuration tools are only support English.
