Issue:
PowerChute can only shutdown full licensed ESXi hosts.

PowerChute Business Edition

Environment:
VMware ESXi versions,  5.x, 6.x, 7.x

Cause:

1. VMware restricts RCLI (remote command line interface) administration access for the free version of ESXi (no write access).
2. This is an issue with the remote command line interface (RCLI).

Solution:
Purchase VMware Essentials, Standard, Enterprise, Enterprise Plus License http://www.vmware.com/products/vsphere/pricing
