Why does the ground bar generally get included with a QO main lug load center and not the main breaker load center ?

Main lug load centers are generally used as sub-panels and therefore they require a ground bar, because the neutral wires and Ground wires have to be separated per the NEC. Main circuit breaker panels are generally used for 'Service Entrance Equipment' and per the NEC the neutral is required to be bonded to ground, therefore the Neutral bar can be used for landing both branch neutral wires and equipment ground wires. So, in the Main Circuit Breaker panels, a separate ground bar might not be needed or used.
