Resolution:
A Factory Assembled panel will be labeled and rated at the amperage level of the installed main breaker, regardless of what the bus rating might be. It is labeled this way for UL listing and labeling purposes.  So per the example, an NQ factory assembled panel with 150A main breaker is rated as a panel at 150A and the label will indicate this.
