The VIP in ION Designer gives the error message 'bad handle detected' when linking modules to an ION meter

Goals and Symptoms

When attempting to link modules to a meter the error message 'bad handle detected' is displayed in Designer. In the event log there may be errors such as the following:
Client Subsystem: can not add statement: Ball_Plant_3.MDP_6 does not exist in the NOM database

Creating a new module to link to the meter does not help to fix the problem.

Causes and Fixes

The following solution should solve the issue:

Restart the ION Services
If that does not solve the problem, stop all ION Services, delete the tree file (...ION Enterprise\config\trees) for the malfunctioning devices, then start the services again.
