Can any of the combination service entrance devices (CSEDs) be used as a subpanel?

Can the CSEDs be converted into a sub panel?

Resolution:
No. CSEDs are UL listed and labeled as service entrance equipment ONLY.  The neutral bar is factory bonded to the enclosure and this cannot be removed or modified.
