Resolution:

Continuity is normal between the phases of the primary and secondary sides of the transformer even if they're not energized (H1 and H2 or H2 and H4 etc) or (X1 and X2 or X2 and X3 etc). What's not normal is having continuity on the primary and secondary sides (H1 and X1 or H2 and X2 etc).
