In the case of HSBY using a coaxial only topology you will need to have one functioning RIO drop to maintain HSBY.
In the case of HSBY where both ERIO and RIO (CRP312/CRP932) are used you can take advantage of %S83 and %S84
to maintain Prmary in the event that the last ERIO drop on the network is lost.

These bits find use in hybrid HSBY applications where the 140CPU67261,140CPU67861 are used because of their ability to support both
architectures simultaneously.
