Issue
When attempting to launch Control Expert an error message pops up saying "Impossible to create DTM catalog server object" and it will not open.

There were some documented instances where "Impossible to create DTM catalog server object" was caused by an incompatibility with Acronis software. If you are running any database backup / cloning / malware software such as this try removing it then performing a repair on CE to see if it make a difference.
Essentially Control Expert is being blocked from doing what it wants to do which is typically due to antivirus/malware/firewall/access right type restrictions.
