Yes, it is possible if the PC has a floating license provided that the following conditions are met.

The Enterprise License Server must be installed on a Windows server operating system. A desktop standard Windows operating system cannot be used.
On a server operating system several usage rights of a floating license for Control Expert must be activated, making this server the Enterprise License Server (ELS)
On the same server operating system several sessions (with individual login) can run in parallel, at the same time.
In each such session a separate instance of Control Expert is running will consume one usage right of the floating license for Control Expert hosted on the ELS
Each of those instance can be connected to from remote PCs via a terminal session.
