Cause
As mentioned in PM5100 series Electrical characteristics, the meter has a Pulse Width of 50% duty cycle >20 ms, however, it's been observed many times in PM5100 series that the duration of the output pulse is too short to be detected by PLC or other pulse counters gave electrical characteristics
user guide pulse width of 50% duty cycle >20 ms s not explained in the user guide, 1/2 of cycle ON and 1/2 of cycle OFF, indeed it provides only a short pulse either ON or OFF, depending if one has installed the resistor or not.

Solution
One proper resistor is needed to have the circuit be completely looped:
PM5000 digital outputs are voltage-based circuits and current will be fixed in the output (Example 24VDC/20mA with 1.2K pull-up resistor).
The current level is constant ( ON = 20mA Max and OFF = 0.03uA ). So the DO can meet the pulse trigger (>2.1mA) requirement.
Example If you are using a 24V power supply R= 24V/20mA = 1kohm (minimum)
Current should be limited to 20mA.
Please follow below wiring diagram for the DO connection.
The pulse ON time PM5110 digital output is fixed for 20mS and it can not be increased at present.
We are checking the feasibility of adding this pulse ON time as user configurable (50mS, 100mS) from the fixed 20mS.
