Verify that either the group users, or the user NT AUTHORITY\NETWORK SERVICE has at least if not more permissions than what is shown below in the screen shot.
1) Navigate to the ION Enterprise folder
2) Right click on ION Enterprise and go to properties
3) Go to the security tab
4) Add either the users group or the NT AUTHORITY\NETWORK SERVICE user to the list of users and groups with access to the folder.
5) Verify that the permissions are set to a minimum of what is shown below:
