Why do I see 115 VAC on the outputs of the BMXDAO1605 when there is no load connected to to module?

This is normal when attempting to measure a triac output with no load.  Triac outputs cannot be accurately tested without a load.
The high impedance of the voltmeter will introduce enough of a load to cause the applied voltage on the triac to be seen.
Test with a load applied to the triac and you'll get a more meaningful measurement.
